A university in an affordable country can still charge significantly higher fees for international students, so you should always check the exact programme before applying.

Asian Countries With Low Tuition Fees for International Students
1. China
China is one of the Asian countries where you can find particularly low tuition fees at some public universities, especially outside the country’s most expensive cities.
For example, Chengdu University of Technology lists 2026 tuition fees of RMB 4,500 per year for liberal arts programmes and RMB 5,000 per year for science and engineering programmes for international undergraduate students. At recent exchange rates, these amounts are well below US$1,000 a year. The university also lists accommodation at RMB 1,500 per academic year and requires international students to purchase insurance.
This means that, for a qualifying programme, the tuition itself can be significantly below the US$1,000 mark. However, you still need to budget for living expenses, insurance, residence-related costs and other expenses.
Other Chinese universities have considerably higher international tuition fees, so you should not assume that every university in China operates at the same rate. China also has government and university scholarship opportunities that can further reduce the financial burden for international students.
2. Türkiye
Türkiye can also provide relatively affordable university options for international students, particularly at some public universities.
Bayburt University, for example, is listed by QS as having international tuition fees starting from approximately US$750. The university is a public institution in Bayburt and accepts international applicants.
However, the amount you pay can depend on the programme and student category. You should therefore confirm the current fee for your intended programme directly with the university before applying.
Türkiye also has the Türkiye Scholarships programme, which can provide a much more comprehensive funding route for eligible international students by covering tuition and providing additional financial support.
3. Indonesia
Indonesia offers a range of universities and programmes at different price points, and some institutions can be relatively affordable compared with universities in more expensive study destinations.
Universitas PGRI Semarang, for example, is listed by QS with international tuition fees starting from approximately US$800. However, you should be careful when comparing Indonesian tuition fees because programmes designed specifically for international students can cost considerably more at major universities. For example, Universitas Indonesia states that its international undergraduate tuition can range from approximately US$1,006 to US$3,909 per semester, depending on the programme.
This means Indonesia should be viewed as a country with some affordable university options, rather than a country where international students universally pay less than US$1,000 per year.
4. India
India has a large higher education system with universities offering programmes across almost every major field of study. The cost can vary substantially between institutions and programmes, particularly for international students.
The Government of India’s Study in India programme provides access to more than 24,000 courses across more than 1,200 higher education institutions. It also states that participating institutions can offer tuition fee waivers ranging from 10% to 100%, depending on the student’s academic record and the institution’s decision.
This means that India can be financially attractive when you find an institution with a low starting fee or qualify for a substantial tuition waiver.
However, you should not assume that international tuition in India is automatically below US$1,000. Some universities charge substantially more. For example, Ashoka University lists first-year tuition of approximately US$14,224 for international undergraduate students for its 2026 intake.

5. Bangladesh
Bangladesh can be a relatively affordable study destination, but you need to pay attention to nationality-based tuition rules.
At the University of Dhaka, the university’s international admission information states that students from SAARC countries pay US$500 per year in tuition and other fees, while students from other countries pay US$1,200 per year, in addition to other applicable fees.
This distinction is particularly important for students from outside South Asia. For example, a Nigerian student would fall under the university’s non-SAARC category and therefore should not assume that the US$500 figure applies to them.
The University of Dhaka also publishes programme-specific fees. For its Computer Science and Engineering programme, foreign students from SAARC countries are charged US$50 per credit, while students from other countries are charged US$100 per credit, alongside other fees.
6. Pakistan
Pakistan is another country where international students can find comparatively low-cost higher education, particularly at public institutions.
The cost varies considerably between universities and programmes. Some Pakistani institutions publish relatively low local tuition rates, but international students may be charged different fees.
For example, Quaid-i-Azam University maintains a separate fee structure for foreign students, including accommodation charges for international students. Its Fall 2026 hostel information lists foreign-student hostel charges separately from those for Pakistani students. This makes it important to distinguish between domestic tuition figures and international tuition figures when researching Pakistani universities.
Pakistan should therefore be considered a potentially affordable destination rather than one where every international student can expect to study for less than US$1,000 a year. You can also explore scholarships offered through Pakistani universities and the Higher Education Commission, which can reduce the cost for eligible students.
7. Vietnam
Vietnam has become increasingly popular among international students because of its comparatively low living costs and growing higher education sector.
Some Vietnamese universities publish relatively low tuition rates for their regular programmes. However, the important issue for international students is whether the quoted tuition applies to foreign students or only to domestic students.
For example, Hanoi University of Industry‘s 2026 international student admission announcement states that it plans to admit international students to full-time undergraduate programmes and has scholarships and financial support available for non-agreement international students.
The university’s international admission route therefore provides an opportunity to explore lower-cost study in Vietnam, but you should confirm the actual tuition payable for your chosen programme before applying.
Vietnam also has universities that charge considerably more for international or high-quality programmes. Current comparisons show that regular programmes can be substantially cheaper than international programmes, which can cost more than US$1,000 per year.
8. Sri Lanka
Sri Lanka can also provide comparatively affordable education options, although international students need to distinguish between short courses, certificates and full degree programmes.
The Open University of Sri Lanka, for example, publishes tuition fees for overseas students in US dollars. Some of its advanced certificate programmes cost as little as US$600–US$900 for the programme, while many bachelor’s degrees cost considerably more.
For example, its Advanced Certificate in Social Sciences and Advanced Certificate in Tamil or Sinhala as a Second Language are listed at US$600, while the Advanced Certificate in Pre-School Education is listed at US$900. However, these are certificate programmes rather than full bachelor’s degrees.
For bachelor’s programmes, the same university lists fees such as US$1,500 for some Bachelor of Education pathways and US$4,500 for its Bachelor of Arts in Social Sciences. It also notes that students from developing countries receive a 50% scholarship on the published fees.
This makes Sri Lanka an example of a country where financial support can substantially reduce tuition, but it would be misleading to describe all degree study there as costing less than US$1,000 a year.

You may also need to meet proof-of-funds requirements and keep money aside for unexpected costs.
Asia offers several opportunities to reduce the cost of studying abroad. China has some degree programmes with annual tuition below US$1,000, while countries such as Türkiye and Indonesia also have universities with relatively low international tuition fees. India and other destinations may become more affordable through scholarships and tuition waivers. For example, Chengdu University of Technology lists annual tuition of RMB 4,500–5,000 for some international undergraduate programmes, but accommodation and insurance are charged separately.
